DECLARED “BLACK”

It is stated that the eoal miners on the West Coast have declared the Cascade and Charming Creek mines “black.’’ This is believed to be on account of the tribute system having been introduced at those mines, the Union miners being of the opinion that the tribute system is calculated to weaken the Union and break down the conditions of work obtaining in the mines. It is also stated that the miners expect that their attitude will bo endorsed by other unions.
