Fierce Campaign CHANCELLOR’S OFFER TO SOCIALISTS. (Aus. and N.Z. Cable Assn.) BERLIN, September 10. The German General Election campaign has concluded, the polling being on Sunday. The campaign was characterised by brawling, bloodshed, and repeated conflicts between Fascists and Communists. At lea.st fifteen persons were killed and two hundred and fifty wounded during the campaigning in recent weeks. Chancellor Bruening, in one of his final speeches, denied that he- and the Cabinet were preparing for a dictatorship, but he said that the Government would stand no nonsense from the opposition. He said: u We will open our arms to all who are willing to share responsibility. ’ ’ He added that the i Cabinet would be glad to re-establish a Coalition with the Socialists, provided that the latter would accept the budget decrees. It is considered doubtful whether the Socialists will co-operate on the Chancellor’s terms.
