FEARS OF HOSTILITIES. (Aus. & N.Z. Cable Assn A (Received Sept. 5 at 7 p.m.) BERLIN, September 4. The newspaper “Germania,’’ which generally expresses Herr Breuning’s view’s, describes the French Army manoeuvres as a political gesture against Germany. It adds that France is still seriously acting upon the possibility of a Franco-German War, but says that the French fears of a German invasion arc not justified by the military situation. “What.” asks the paper, “is the use of the Locarno ami Kellogg Pacts if generals consistently ignore them?’’
