In Mr Snow-leu’s phrase we have been bilked of nearly two hundred millions. Mr Young is now proposing a further turn to the screw. Even at the risk nf offending America, tho time ha 1 come to ray we will not stand any more. Europe wjll be in pawn to the United States for two ginorations. Germany will be ruined by a terrifle levy. Europe will not gain, tor out of the total German payments of eighteen hundred millions, thirteen hundrd will go to America to pay Allied debts, while the. eternal wrangle over thc odd five hundred millions will keep Europe in discord. I is a fantastic nightmare such as no sane American can imagine. Most Americans are frankly ashamed of their country’s action which continued through a year (if party recriminations, but Europe nnot. be tortured for half a. century for such considerations.” M- P. Snowden, writing in "Reynold’s Newspaper.” says: “Mr Young’s reparations proposal in effect repudiates thc note which propos : ed that our reparations receipts should equal payments to America.”
