WORLD LAWS FOR RUGBY
FRONT ROW OF SCRUMMAGE. CLUBS TO TRY EXPERIMENT. There was much mutual congratula tion at the close of the annual meeting of the Rugby Football Union inLondon over the marked step that has been taken since the governing body last met toward reaching complete agreement among all nations over the laws of the game, says an English writer. As the new president, Rear-Admiral Percy Royd, pointed out, the Rugby Union- was withdrawing three or four minor points so as to leave the road clear for the acceptance bv the International Board of two main proposals dealing with the formation of the front row of a scrummage. The chairman mentioned that they wore omitting from their laws a proposal which makes it illegal for the middle man in the front row to hook with the leg nearer the side upon which the ball was being put into the scrummage, but they were inviting clubs to try this experiment in their matches. it was also stated the proposals—(l) That a player, when tackled, if lying on the ground, must at once roll away from the ball and must get up before playing it with the foot, and (2) That no player lying on the ground after a tackle shall interfere with the ball in any way —were being submitted to the Welsh Union, and their decision would be accepted by the Rugby Union.
