NEW GUINEA CONDITIONS. (Aus. And N.Z. Cable Assn). SYDNEY, August 31. Senator Chapman, one of the party of Federal Legislators, who has been investigating conditions in the mandated territory of New Guinea, makes serious charges of dummying in connection with the expropriated German plantation, and demands a Royal Commission of Inquiry. He also says that Chinese are increasing rapidly, owing to the high birth date. They control most of the local trade. There are two Chinese hotels at Rabaul, to which Europeans are compelled to go because there is insufficient accommodation elsewhere. The Chinese realise the position, and their increase is regarded seriously by local people.
