HOTEL DIPLOMACY.
THE LEAGUE AS IT IS. (Aus. and N.Z. Cable Assn). (Received Sept. 1 at 10 p.m.) GENEVA, August 31. The session of the League of Na tions Council to-morrow is likely to be the tamest held for the past three years. The agenda for the Assembly on Monday is only routine, unless disarmament crops up anent the recent naval failure. The Uruguayan delegate, M. Guiana, and the Japanese delegate, M. Adatehi, are the chief candidates for the Presidency of the Assembly. Some predict that Argentine will reappear and will seek now a permanent seat on the League Council. It -is significant that Argentina haaccepted the League’s invitation to a seat on the Permanent Transit Commission. This is the first acceptance since her withdrawal. LONDON, Sept. 1. The Daily Telegraph Geneva correspondent says: It will be interesting, in view of the resignations of Lord Cecil and M. De Jouvenal, to see how far the policy described as ‘‘hotel diplomacy” will be persisted in. It is unreasonable to expect the Ministers to discontinue the discussion of matters that already are the subject of correspondence, but the existence of a large body of opinion that resents the manner in which the first class issues are kept from the League cannot be disregarded. A glittering ceremony marked the presentation of the Gift Book containing addresses of gratitude from the French Nation to Britain, at the Hotel de Ville. The gilded saloons were glled with a galavy of notable people. The President of the Municipal Council and the Prefect of Seine made eloquent Entente cordial speeches. Sir Austen Chamberlain in accepting the gift, l-e-affirmed his affection for France, and the conviction that a Franco-British Union was necessary for the peace of the world.
