U.S.A. AND ASIATIC SEAMEN.
DRASTIC LAWS. A bill has been introduced into and passed by the United States Senate to exclude Asiatic seamen. A section of the Bill provides that “no vessel shall, unless such vessel is in distress, bring into a port of the United States a member of her crew any alien who if he were applying for admission to the United States as an immigrant would be subject to exclusion.” Other sections of the Bill are equally stringent, and “The Times” (London) reports that “the matter will unquestionably be made the subject of diplomatic representations by Great Britain and by other nations, such as Germany and Norway, who are immediately effected. It is upon British shipping, which employs a large number of lascar sailors, that the new rule would work the greatest hardship, but this fact will not be by any means a valid objection to those who appear to think the best way to crate an American merchant marine is to put the largest number of handicaps on competitors
