HIS LATEST INNOVATIONS. MOME, April 5. Premier Mussolini has introduced a Bill abolishing the Commissariat-Gener-al* of emigration, and transferring the functions to a special department of the Foreign Ministry, which will systematically organise migration for which special credits are included in the Budget. Another Mussolini touch has surprised the meat profiteers in Rome. The Governor, Prince Spadapo Ferziani, himself a cattle breeder, concluded that the Middlemen were inflating prices, whereupon he created a market to which farmers could deliver carcases, and in which the public could buy joints twenty-five per cent, cheaper than formerly. The system covers chilled and frozen meat.
