THREE BIG POWERS. May Let Others Set the Pace. (Reed. Feb 23, at 10 p.m.) WASHINGTON,-Feb. 23. Mr Baldwin’s recent address endorsing President Coolidge’s disarmament proposal lias strengthened the belief libre that efforts will be made to convene a Three Power meeting at Geneva for the limiting of the construction of auxiliary naval craft. There has been au intimation that it might be advisable to couple with sue’; agreements as might arise from that meeting an understanding whereby the limitations would become inoperative once France or Italy had built up to a certain specified point. It was announced to-day that President Coolidge’s memorandum was also sent to Argentine, Brazil, Chile, aud to other Powers of Europe and Asia. it is understood that Argentina has informed the United States that it feels that no naval conference should be held until the result of the Geneva armament conference was seen.
