GENEVA TALK. About Regulation. (Recd. Dec. 9 at S p.m.) GENEVA, Dec. 8. Tne T7eague Council held a two hours’ public sitting. It adopted a resolution providing that the member States may conclude security agreements whenever the circumstances favour it. The Council also requested the Preparatory Commission to state definitely when a Disarmament Conference can be held, and to draw uj) an agenda. Sir Austen Chamberlain reiterated that Britain was sympathetic towards such a conference, but considered thorough preparation was necessary to avoid the possibility of failure. The Council referred the Finnish proposal (for war loans by the League to small States in danger) to the Preparatory Commission. The Council also adopted a resolution requesting the States to consider measures to facilitate communication by rail, air, telegraph and wireless in cases of emergency, and to draw up a list of experts from whom the Commissioners can promptly make a choice in the event of disputes. At a private session the League Council decided to hold an Economic Conference at Geneva on May 4th next. Al. Theunis was chosen president. There were no developments regarding military control in Germany. Tt is stated in German circles here that a draft arbitration treaty between Germanv and Italy hrs already been drawn up, and that it contains no secret clauses, but follows the same lines rs the German treaties already r.< goiiated. It will be duly registered at the League. JAPAN ORDERS 25 AIR LINERS. LONDON, Dec. 8. A British aero, lane firm has received an order from Japan for a fleet of 25 air liners, at £lO,OOO apiece, driven by two Napier engines of thousand horse-power, and providing accommodation for fifteen to twen'y.
