IN THE BALKANS. Jugo-Siav Opposition. BELGRADE, Dec. 7. The Jugo-Slaviau Foreign Minister, M. Nintehitch, who is resigning, wrote to the Premier, stating that facts hud arisen to shake his convictions on which his policy was based. (Received December 8 at 9.15 p.m.) GENEVA, December 8. Diplomatic circles arc agog over the League President, M. Ninchitch’s, resignation from the Foreign Ministry of Jugo-Slavia, supposedly because he disapproves of the Cabinet’s policy in relation to the new Italo-Albanian Treaty. The whole Jugo-Slavia Ministry has now resigned. M. Ninchitch/s view is believed to bi’ based on a conviction that Italy virtually has achieved a protectorate over Albania, in connection witn which one German diplomat recently asserted that Britain had previously frustrated Italy’s attempt to claim and exercise any right to interfere iu Albanian internal affairs. Some diplomats declare that Italy has gained her object in such manner that Jugo-Slavia cannot appeal to the League. ~ The Belgrade newspaper “Pohtika says that the treaty contains a- secret military convention, anti that Italy gains naval privileges In Albania.
