GENERAL ELECTION.
THE CAMPAIGN IN CANADA. OTTAWA, July 21. The Premier, Air. Mcighan epeneu ke Conservative Party’s cl ctiou cum paign in a “keynote” speech. He announced the general elec non would bi meld on September 14. Referring to revelations by the Customs Investigation Committee, he asked whether a Government responsible “for the utter collapse of a great Department of State,’’ should get “a certificate of character and be declared by the electors of Canada to be the kind of Government that the people want.” Therefore, it was natural, he said, that Mr. MacKenzie King should choose auotlier issue, the so-called constitutional issue. He continued: “As a matter of truth, there is no constitutional issue. Never in the history of Parliamentary Government, a<s we have it to-day, has any Prime Minister ever demeaned himself to ask for a dissolution while a vote of censure was under debate.’’
Mr. Meighan said he did not plead the cause of Parliament, but it was his intention, if elected, to restore definitely the principle of a protection tariff, and to lay a basis for a vigorous immigration policy.

Cana da.” Ex-Premier MacKenzie King published yesterday, with the permis tion of Premier Baldwin and the Secretary of State for Dominion Affairs, Mr. Amery, In’s correspondence with those officials after his resignation. Mr. MacKenzie King points to the mutual assurance of goodwill contained in this correspondence as an effective answer tp those who are endeavouring to “involve the present Constitutional question with an alleged lack of goodwill and co-operation as between the late Liberal Adminis tration in Canada, and the Government of Mr. Baldwin in Britain.”
