The Commission of three which was going abroad was well equipped with knowledge from the commercial, banking, and farming aspects. They would inquire into what was being done in other countries in the way of rural credits, and the finan

cing of farmers, and what stage tne respective countries had reached. On their return, they would report, and would produce a Bill, on which the Government would act. They- w ouU then know that the matter would be a succes s from the start. He was determined not to follow any other course.

After receiving Mr Coates returned to Wellington by special train.
