Their common fear of Socialism, and its open or veiled threat against the accumulation of private fortunes has reunited the two great capitalist and financial groups which since the war have been in active rivalry, and which, at one time or another, have really decided Franco’s policy abroad and ai home for good or evil. These groups are. roughly classifiec.: 1. The 'Comite des Forges, with its affiliated banking interests — a combinntinn that openly seeks :• FrancoGerman oligarchy in» Europe Uirm/gu joint control of the steel nnd coal industries; and 2. The Radical bankers who have hitherto supported the Left AVing bloc, nmy who, in thp interests of their clients in the light metal industries of France, are opposed to the formation of a Franco-German trust policy in the interests of the heavy industries.
