group together friends and syjupathisers in the locality in which it opOiates, and to . so employ them as to efficiently accomplish the party’s work. This implies, of course, that every effort must be made by the Branch organisation tocnrol among Us memix-rsilip all persons who arc known to approve of the party’s aims and no branch i s doing its duty to the Party if it j e no t- continually winning new adherants; but it uuplies more than that. The nrnintruanre o| activity depends on the quality, a b well ui 1S the quantity of the membership, and we ca.nnot realise the ideal branch unless its members have that knowledge and understanding ol the movement’s fundamentals that at once inspire enthusiasm and breed the patience and determination to work in the face of every sort of discouragement.
