LONDON AS HEADQUARTERS. (A. and N.Z. Cable Association.) LONDON, May 26. The International Socialist Congress at Hamburg has decided to make London the seat of the new International. The French Socialist leader, M. Blumm, denounced the Treaty of Versailles, and the Ruhr occupation. He expressed the opinion that it would be impossible to attain security of payment by the dismemberment of Germany. M. Vandervelde (Belgium) spoke in a similar strain.
