People who leaned on the Government had little . else to lean on. Tho more the dole , they received, the more they would bei come enchained, and enchainment to a , Government or to capitalism meant slavery. He was told that it was quit o . a common practice for members of the i staffs of the Government offices to - smoko during office hours. If so. the - sooner they cleared out the better. The s enemy of the British workmen to-day 1 was not a cruel, callous employer, bita benevolent State.
