U.S.A. WITHDRAWS TROOPS FROM THE RHINE

(Received October 17 at 7.45 p.m.) NEW YORK, October 16. It. is learned authoritatively that the U.S.A. Government has decided to withdraw 1000 American troops in occupation in Germany. BRITAIN OBJECTS TO A DRY LAW SEARCH. NEW YORK, October 16. In a communication delivered to the State Department, by Britain, it is understood she has declined to agree to Mr Hughes (U.S.A. Secretary’s) suggestion for a reciprocal extension of the right to search and seizure so as to "ive the American prohibition authorities jurisdiction outside their three miles limit of territorial waters. Britain’s note to the United States rejects Mr Hughes’ proposal ol a treaty between Britain and United States is a reply to Mr Hughes’ note of June 26, which recited the serious difficulties encountered by the American authorities in their efforts to enforce the dry law against the illegal shipment of liquor from British possessions. The British note declares the refusal to negotiate such a treaty is based on a principle under which the British are opposed to the search in peace time of British vessels outside the three mile limit. Britain says she always has opposed any extension of this limit. She cannot acquiesce, or abandon a principle of such importance, to meet a temporary emergency. The note assures the United States that Britain is desirous of preventing illegal practices and breaches of law, , of which the I nited States complained, and every precaution w ill I)e taken to prevent any illegal trade in liquor between British bases of operation and United States. It adds, that strict instructions had been issued to all officers in British possessions to exercise authority to prevent any breach of British or local law.
