SEAMEN’S CONGRESS.
HAVELOCK WILSON'S INTERNATIONAL. PARIS, August 4. At the Seamen’s Congress, a profound cleavage was manifested, especially between the British and French delegates when the congress passed a motion presented by an Ameiican delegate in favour of the forty-eight hour week, but leaving tho seamen of every country to bring about the realisation of the reform. The French delegates contended that this was insufficient, and the French Seamen’s Federation has now decided to withdraw ir m il<e Seamen’s International.
