SOVIET NEGOTIATES WITH THE TRUSTS.

PRIVATE PROPERTY RIGHTS RESTORED. (Received July 25 at 10 p.m.) BERLIN, July 24. Having failed to negotiate political treaties at the Hague, Russians from both the Hague and Moscow are assembling here with the object of concluding contracts with the big corporations, including Italian, British and Roumanian firms. Tin* Soviet Central Executive has passed a law restoring real and personal private property rights, patents, trade marks, copyright and the right of inheritance up to 10.000 roubles. These laws are not, however, retrospective. They do not restore any property that has been proprieted “by rigid, of the revolution.'' The new law legalises contracts and agreements.
