TEACHERS.

IMPORTANT LETTER FROM DEPARTMENT. A circular letter of considerable importance to Education Boards and School Committees was read at the last meeting of the Nelson Education Board from the Director of Education (Mr J. Caughley), regarding the appointment of teachers. The letter stated that from time to time complaints were received from school committees that they were not consulted according to the terms cf the Art in the selee- . tion of teachers. It was incumbent on the board to forward to the school committee a statement of the length of service and other qualifications of each teacher proposed to be. transferred or selected for appointment and to send also, in cases where applications have been called, the names of all teachers who are applicants for the appointment. The School Committee has thus an opportunity of discussing the board’s selection and making any recommendation it desires. If another applicant than the one selected by the board is recommended by the committee, the board is required to reconsider the appointment and may, on the recommendation of the Senior Inspector, accept the recommendation of the School Committee. It is not correct to say that both the board and the school committee are forced to accept the applicant who stands liighr est on the graded list. Il is quite clear from section 71 (6) that another applicant may be selected and the suggestion that this should bn done may come as the result of a consultation with the school committee. Members said they had been under tho impression that it was incumbent, to select for appointment the one highest on tho grading list. It was stated that the Act did not make tho position clear. The chairman said the Reefton Committee had brought the matter under tho notice of the Minister during his recent visit to the West Coast. The letter was received.
