HAGUE FIASCO.
M. LITVINOFF’S FRESH OFFER. NO ULTIMATUMS WANTED. [A. and N.Z. Cable Association.] THE HAGUE, July 19. M. Litvinoff has written to the President of The Hague Conference, station- that a general agreement between Russia and the other States is quite possible even now, on condition that the non-Russian Commission does not raise the question in the form of an ultimatum for the restoration .of private property in Russia to the foreign concession holders, but contents itself with indicating clearly the countries prepared to participate in extending economic aid to Russia, and in what proportions and form they are prepared to grant the same. M. Litvinoff said the Russian delegates desired to compose the differences. They proposed that the non-Russian sub-commissions should seek a possible basis for a continuance of the interrupted negotiations. As a result of this letter, the Private Properties Sub-Commission will meet the Russian to-morrow. The British delegates adhere to their previous viewpoint. SOVIET V. BOURGEOISIE. (Ree. July 19, 10.20 p.m.) LONDON, July 19. The “Daily Telegraph” Hague correspondent reports: —“The Russian delegates did not attend to-days meeting of the Private Property Committee, but M. Litvinoff wrote expressing the Russians’ willingness ro attend a meeting of the full Commission later, The Commission considered the letter, and, in order that the Russians might not be able to claim Mint the failure of the conference is due to the Bourgeois Governments, it decided to call a new- plenary conference for Wednesdav.
