SYDNEY “HERALD" ON JAP NAVY. .SYDNEY, June 8. The “Herald,” referring to the reported Japanese naval programme, states: Japan is capable of completing the vessels in three years. The “Herald” points out the AATashington treaty, whilst considerably lessening competition in capital ships, made cruisers and light cruisers factors of increased importance. The twenty-four .1,500-tonners will cause the greatest concern, as presumably they are intended for commerce-raiding. The article concludes that the Empire must maintain an adequate light cruiser squadron in the pacific.
