SOVIET’S FAIR POLICY. [The 11 Times” Cable. l PARIS, May 1. M. Krassin (Russian delegate), interviewed at Genoa, said that the Bolsheviks have been approached by both Anglo-Belgian and Italo-Gernian groups of financiers on the subject of oil concessions in Russia. No decision had been reached. The Bolsheviks were against monopolies. They desired that all the great European Powers should be able to participate, and also the United States, on the condition that part of the oil fields shall be reserved for Russia. He realised that foreign assistance was indispensible for their exploitation.
