RECOGNITION ASKED BY WOMEN. (Received May 2 at 9.35 p m.l WASHINGTON, I'.y 1. Mr Hughes (Secretary of State) has replied to the Woi.-i ■:>"s International League of Peace u.id Freedom, who are asking for American recognition of Russia. He said that their political recognition of the Soviet was dependent upon tho existence of a Government competent to discharge, and showing a disposition to discharge, its international obligations. The United States did not intend to interfere with the Russian people in their attempt to work out their own destiny. A basis for the credit which Russia needs must be supplied inside Russia and cannot be supplied outside. Meanwhile the United States would continue to refuse recognition of the Sovi-
