LENIN THE REMARKABLE. ILL—YET ADDRESSES CONGRESS. [A. and N. Z. Cable Association] (’OPEN H AGEN, March 30. Despite the conflicting reports regarding Lenin’s health it is alleged he made an important speech at the All Russian Congress at Moscow on Wednesday. He said that the most important thing for Russia was not the Genoa Conference but a continuance of the new economic policy to strengthen relations with the peasants. Russia was greatly interested in the. Genoa Conference and she would be represented by some of her best diplomatists. He predicted that if other countries were not too obstinate Russia would achieve her purposes, but if too great obstacles were put before the delegates, they might withdraw from the conference.
