(Rec. December 14, 5.6 p.m.) LONDON, December 13. There is great perturbation in the Tennis world at the so-called revolutionary proposals to alter the service rule. At to-days annual meeting of the Tennis Association it was proposed to require the server to have both feet behind the line, or if one foot is raised it must be grounded before either foot has entered court. Critics said the alteration would favour a tame service at the expense of the modern Australian and American service. Therefore they condemned as nnsportmanlike any attempt to make a change. It was known before hand that America was hostile 1o the -proposal but the att-ituoV of the Dominion delegates was not disclosed.
