December 1, 5.5 p.m.) WASHINGTON, November 29. •Mr. Daniel has ordered a court-mar-' tial of Licut.-Commadcr Boucher, Assistant Govern /r of Samoa, whose charges of maladministration against Governor Terhuno were followed by the latten's suicide. The Naval Board, Avhich investigated the Administration, has reported that there was TuT evidence- of any irregularity, and that the native unrest was influenced by Boucher and* others. i
