Such nomination may be made at any time up to THIRT7 MINUTES after the finish of the last race of the First Day of the Meeting. Definition of a Local Race. — A Race open to horses which have been in one of the Counties of Buller, Inangahua, Westlaiid, or Grey or any West Coast Borough or Town Board for at least three months prior to the race and owned by residents of the said Counties or Boroughs. (A Lessee or Bailee shall not be deemed to own a fiorse within this condition). The Committee .to be sole judges of whether a horse is qualified or not, and their decision is to be final. The Committee reserve the right to refuse any nomination without giving any explanation. Rule 196.
