It is announced that the police have discovered a stowaAvay agency which is engaged in surreptitiously shipping emigrants to. the United States in contravention of tho Government 's agreement between the United States and Japan. Tho agency representatives have cbri fessed that they w T cre working in conjunction with petty officers of freighters, who allowed stowaways to go l aboard disguised as .members of the crew for a "fee pf 1800 yen.
