Definition of a Local Race. — A Race open to horses which have been in one of the Counties of Buller, Inangahua, Westland, or Grey or any West Coast Borough or Town Board for at least three months prior to the race and owned by residents of the said Counties or Boroughs. (A Lessee or Bailee shall not be deemed to own a horse within this . condition) . The Committee to be sole judges of whether a horse is qualified or not. and their decision is to be final.
