Interviewed by the Chicago "Tribune" Tokio correspondent, Hara said: "Before the American election I regarded the Californion referendum as a sectional agitation which did not represent the country at large and be licved that oven if the law was passed it would not offect the relations between Japan and the United States. I still hold the same view."
