DEFINITION, OF LOCAL RACE.— A race open to horses which have been in one of the Counties of Buller, Inangahua, Westland; of Grey, ot atoy West Coast Borough, for at least three months prior to the race, and owned by re. sidents of the said counties or boroughs. (A lessee or bailee shall not bo deemed to own a horse within this con - dition.) . The Committee to be sole judges of whether a horse is qualified or not, tijnd their decision is to *be final. The Committee reserve the right to refuse any nomination without giving any explanatiion. RULE 196— Rules of Trotting.—"Every person applying for admission to any course, every person entering or endeavouring 1 to enter a horse for any race every person havj(ng 'or, subsequently acquiring any interest in such horse, shall be deemed tojjaccept all the conditions and restrictions imposed or (implied by these rules, to be barred from questioning the action of the Con ference^ Appeal Judges, Association^ Club, Racing Club, or Body, Committee Stewards.
