AMSTERDAM, September 18. , The German Press reluctantly recognises that Germany bears the responsibility of the Austrian Note, which is the last act in the long negotiations between Berlin and Vienna. The "Berliner Tageblatt's" Budapest correspondent asserts that the Note was agreed upon between Count Burian and von Hintze. During the latter 's visit to Vienna it was aranged that when their adversaries' offensive had reached a certain stage and the German armies taken up new positions a peace step should be undertaken. The Austrian newspapers declare that Herr Payer, when he made the speech was aware of Count Burian's project.
