NEW r YORK, September 16. v lhe New York "Herald" says: The peace offer conies sooner than was expected. Austria is. the catspaw ot Germany, and the Allies' answer will be a decisive negative. A peace conference is possible, only after the Central Powers have been decisively defeated. The New York "Times" says: The Austrian peace offer is one that comes which the Allies may honourably accept in the confident belief that it will lead to the end of the war. Th*. practice and custom of nations demand that this invitation be received with the most serious respect and attention by the Governments t, whom it. is addressed.
