The Times' Service. (Rec. September 16; 10.40 p.m.) LONDON, September 16 Germany has definitely offered Belgium peace on the following terms: — (1) The re-enforcement of the Ger-man-Belgian commercial treates after tiie war for an indefinite period. (2) Belgium to endeavour to convince the Allied Governments of the necessity of the returning the German colonies. (3 Belgium immediately to resume neutrality, if she accepts t'ho offer. (4) The Flemish question to be considered.
