Admiral von Tirpitz formed a secret organisation which is working against the heads* of the German Navy, especially von Gapelle. The members of the organisation regard the JSavy's action as inglorious, and demand that expeditions be -sent to the British and French coasts. GERMAN BIRTHRATE. German statistics show a decline in the birthrate as compared with the pj-e-war rate, representing a decline of two million babies in three years. The infantile deathrate is fairly low. but high when compared with England. t BREAD RATION TO BE REDUCED. (Rec. May 18; 5.5 p.m.) BERNE, May 17. A Berlin official notification' states that the daily bread rations will be re« duced in the middle of June from two hundred to 160 grammes. The German newspapers assert that Germany will shortly arrange* concentions with Bulgaria and Turkey on lines similar to the Austrian one.
