JAPAN TO SHOULDER THE RESPONSIBILITY. (Rec. March 7. 11.54 a.m.) NEW YORK, March 6. Washington correspondents assert it is taken for granted -that Japan in tends to go to Siberia; but America considers the expedition is not needed to protect Japan's subjects. The fear is expressed that Russia may misconstrue Japan's object. The New York "Herald's" Washington correspondent - says : — While the Government does not assest, it won't obstruct the Japanese action. Japan must shoulder the responsibility. The New York "World's" Waslimgton correspondent learns that Japanese troops are already concentrated in Korea and Southern Manchuria, ready for action.
