PARIS ,March 5. M. Pichon made a statement to the Foreign Affairs Committee in the Chamber of Deputies on the diplomatic situation and the Russo-Japanese negotiations. Members of the Committee afterwards refused to make a precise statement, but let it be understood that the Allies have agreed to leave to Japan the task of intervention in Manchuria and Siberia.
