The Peace Delegation wired to the Council of Commissionaries ordering not to surrender anything without a struggle, and urging a fight to tne last: adding that the garrison is composed of only small detachments. Nevertheless it appears the delegates decided to sign peace . regardless ot conditions. Under the latest RussoGerman agreements, Russia hands over the districts of Batum, Kars, and Karaghan. The Revolutionary Committee Has summned all officers on the military list to co-operate in the defence ot tne 1 large number of provincial Soviets, including Moscow, are dissatisfied with the peace terms conveyecl to the Cono-rcss of Soviets at Moscow on the 12y1i to discuss the conditions.
