.+. MUNITIONS PROGRAMME. CERTAIN WORKS CLOSED. (Rec. March -2, 5.5 p.m.) LONDON, February 1. In the House of Commons, Mr. b\ Kelleway said the modification of the munitions programme involved the partial closing of certain munition works. He hoped to transfer displaced workers to other suitable work. The Board of Trade has abolished flat rates on war risks, and those now cnargirig pren*jums graded according to actual risks for a particular voyage will probably materially reduce the rates for short voyages between eastern and distant ports. This is unlikely to affect the rate between England and Australia.
