DEPRIVED OF HISTORIC , PRIVILEGES. RESULT OF MOSCOW CONFERENCE. PETROGRAD,, September 3 It is reported that action has been taken for depriving the Don Cossacks of their historic privileges. - One result has been- to make the Kallini a .simple soldier. Though all tlic Cossack armies arc not yet affected it is .'eared that the' action will affect cwelve armies belonging -to the Cossack League, which /Was' powerfully represented at tne Moscow Conference and which had ay ways been staunch to ilussia. it set an exajnple of devotion luring tire recent upheavals, stoutly supporting General' Koruiloff's de'.uands. <- i . H is believed that the action against th 6 Cossacks originated at the Moscoav Congress, where a, section resented the presence of the Cossack representatives. The attitude of tho Oossacks is awaited with intense interest. ARMIES' RECOMMENDATIONS. MILITARY COMMISSIONERS DESIRED. (Rec. September 4, 7.^5 p.m.) PETROGKAD, September 3All the armies represented at the Moscow Congress recommended the appointment of military ers, to headquarters on ' every front in order to raise the .fighting: spirit and to secure democratic; reorganisation ; also the appointment under the War Minister's presidency of a Military Council for the . purpose of enligTitenin.er and interesting the whole army at the front and in the rear. EX-MINISIER'S TRIAL.. SUKLOMLINOFF'S CRIMINAL SLOWNESS. PETROGRAD, September 3At the SukKonilinoff trial, General Rodizanko gave evidence that the Duma, ( before the wadr, recognised Sukhomlinoff's criminal slowness in the organisation of tne army. He accused him after the outbreak oi systematically resisting the Dumas efforts to stimulate the production ol shells, notwithstanding appeals from the front, including the Grand Duke Nicholas, General Rodzianko .special ly journeyed to Galicia. What he saw there filled him .with terror. He dramatically indicted Sukhomlinofl for the enormous losses suffered it the retreat thence. Other political personages gave cv: dence and directly attributed Russia's unpreparedness to Sukhpmlinoff. / '
