The "Lokal Anzieger" says: The entire new State Council in Poland has resigned on the groupd that the restoration of the Polish State is too slow; also because of the great objections to the Austro-German proposals for absorbing^ the Polish Army There^are' indications that, the Polish leaders, if not striving for a . public alliance with Russia, are seeking to assume a .neutral attitude. The "Lokal Anzieger" states that Germany will maintain her own safety. *
