Replying to Mr. P. C. Webb the Minister of Justice said that it was proposed to extend certain concessions to well behaved prisoners with a view to improving the conditions at Lyttelton gaol.
Replying to Dr. 11. T... J. Thackcr ihe Hon. W. D. S. Mac Donald said that the Board of Trade was working under a statute and it had been instructed to take, in all cases of proved exploitation, the course directed by law. He as Minister, had no power to override the law and he had never attempted to do so.
