DEMAND FOR THE TRUTH.

BERNE, July 8 Germany's political crisis is primarily attributed to the alarm caused in Berlin by he Russian offensive. The suppressed excitement m the lobbies of* the Reichstag for several days came to a head, on Saturday when the secret session began at g o'clock in the morning. Herr Erzbergen, of the Centre Party, declared that the Military situation was causing general uneasiness all over the country and all classes were demanding -the Government to tel lthe truth regarding the military and submarine prospects. Admirals Von Stein and Von Capelle replied optimistically, the latter declaring that the submarines wcie paralysing Britain.
Herr Scheidemann (Socialist) demanded that the Government give a clear insistence on annexation.
Herr Westarp demanded an equally clear insistence on annexation. Herr Von Bethmann Hbllweg- replied, and the committee* adj'oumed till Monday. The parties later privately discussed the situation late at night. Some resumed on Sunday. The Kaiser's audience wih the Ministers was. prolonged.
