M. Skobeleff in a speech said :. It is Democracy's duty to acknowledge that Russia is not ready for Socialism, and it is essential that they cooperate with the Bourgeoise in order to secure Freedam's triumph. The .Government must take firm and ernergetic measures against street riots, shootings and anarchists' demonstrations. In the meantime firmness is absent at Petrograd. although, it is urgently needed. , The anarchists are uncontrolled.
