LOOK AT THE MAP. MINISTER'S BOMBASTIC SPEECH. Received this day at 9.15 a.m. NEW YORK, April 12. A Berlin message via Amsterdam states that the Minister of War, in the course of a speech in 1 the Reichstag, said: — "To enable the nation to follow the satisfactory developments at all the fronts, our army reports are phrased with military brevity and are a contrast to those of our enemies. They are always true. A victorious country need make no excuses. We have been victorious. Glance at the map. Show this to our enemies. They know this, but will not admit it. We will be victorious throughout until the glorious end, guaranteed by the heroism of the Army, the united will of the people and the moral .strength of the nation. We have an abundance of all things necessary to cany on the war. Never before, 3 ' declared tho Minister, "was warfare carried on so criminally against women and children as England is carrying on, but the resoxirces at our disposal and the will of the people will be too strong for England to make effective its starvation plan. The co-opera-tion of the Germans at home is a spectacle of gigantic and' historic importance, and is supported by the spirit of our army. We will make every effort to secure peace but the terms must be proportionate to our sacrifices and safeguard us in the future against similar assaults. Until then we must have patience. Decisions are ripening slowly but surely for an inestimable and complete victory."
