no secret that several Cabinet members loathe compulsion. Hon W. Runciman is likely to' resign, but he is an intimate friend of Sir Edward Grey and may be influenced by Sh Edward Grey's attitude. Hon R. M< Kenna, Hon L. Harcourt, Sir John Simon, Hon T. McKinnon Wood, and the Lord Chancellor and others are sceptics. If Mr Asquith keeps these colleagues it will be a wonderful exploit. Mr A. Henderson's attitude depends on that of the Labour Party, "which will also govern . the action of Messrs Bruce and George Roberts. It is possible that the Irish Nationalists will be placated if Ireland is excluded from conscription. If the Bill is impeded by obstructive tactics, the Government may appea for a general election.
