FIGHTING FAVOURABLE TO CZAR'S ARMIES.
GERMANS' LAST EFFORT TO TAKE DVINSK.
PREPARATIONS FOR WINTER PROCEEDING.
PETROGRAD, October 18. Official messages show there is widespread fighting, which is generally favorable to the Russians. The Germans made tentative attacks south-east of Riga in order to distract attention from Dvinsk, where they are preparing for a last effort to capture the town before the winter. In anticipation of failure the Germans are constructing elaborate underground quarters, provided vith a field railway, making three lines of defences in their present position. The Czar aud Czarvitcb. have gone to headquarters. The Czar is having many hours vt conference with General Alexieff, which is resulting in the high effic iency of the army. He meets foreign generals attached to the staff and later reviews the regiments going to the front. The Russian refugees now total 2,000,000.,
